Update Debian dependency and bump library soname ( #814 )
* debian: add libpcre3-dev as build dependency.
* Bump soname of libshadowsocks-libev.
Soname for libshadowsocks-libev is bumped
from 1:0:0 to 2:0:0 due to ABI breakage
between shadowsocks-libev 2.5.0 and 2.5.1.
